Do you have to cook thaw meat quickly? meat safety questions

I heard that once you thaw frozen meat, it must be cooked on the same day. I don’t get it. What if I leave it to thaw in the fridge and I cook days later? Also, is it true that you cannot leave raw meat out for more than 2 hours? I did but I left in covered in a container.
